i think they are "delivered " into your amazon account i.e. it is as if you temporarily own them, so any registered device can access. they may even be pushed to all devices, I know that documents are, when I use " send to kindle".
AFAIK, borrowing to read on kindle is a USA library only feature. no UK libraries support it.
