PP12 is pretty new. My PW4 purchased during the Mother's Day sale was PP11 and came with 5.10.1.3.

Can you please share the third batch of digits from the serial number (9xxx)? That gives us an idea of manufacturing date.
Note, a firmware update is accompanied by a restart. If you enabled wifi for a very short time and the device didn't restart between then and when you checked the firmware version, it's possible you were unlucky enough to get a much later batch.
If you haven't written a lot of data to it yet, PM me. We might be able to extract a factory firmware from your PW4. Caveat, even if we do manage to extract factory firmware, it's possible the ;installHtml method has already been patched (it didn't work on new basic Kindle 10th gen 5.11.0).
