I don't have wifi or 3G etc, all my books are sideloaded. The above is how I first registered my Paperwhite 2, which worked perfectly fine like this for years (2014-2018). In 2018 I wanted to update the firmware so went to a friend's house to borrow their wifi, registered over the wifi, gave the device a name, and downloaded the newer firmware. Everything went fine.

The PW2 now just happily works totally in airplane mode, all books being downloaded to my pc then transfered via usb to the kindle.

As others have said, try giving Amazon a call, then sideload all your books.
