When I run Minitool Partition Wizard 11, I get a user access control popup which asks if I want to allow this app to make changes to your device. I have not gotten a message that it wants to re-partition my boot drive though I have to run the PW11 executable and then select "Launch Application" to actually get to PW11. Most of the options on that initial screen need an upgrade to the Pro version to get a working version.

@stumped: I plugged in an 8GB HP flash drive I had handy, removed the ext4 partition I was using with Linux and created a Windows FAT32 partition. I then modified it back to an ext4 partition which was incredibly slow to apply the delete, create and format operations.

I admit I was paranoid enough to do this on my old laptop just in case...
