Rogue Wave (aka Hat Check) by David Berens is $0.99 at Amazon US. The BookBub blurb mentions Elmore Leonard, but it sounds more like a Carl Hiaasan book to me.

The Amazon reviews are mixed, the Goodreads reviews are better. The book was $0.99, so I bought it.
