Part of the issue is Kobo's changes so that a minimum of TLS 1.1 (possibly TLS 1.2) is required to do a secure connection. This change is pretty much required since SSL and TLS 1.0 are no longer considered secure. From the PCI compliance information, TLS 1.1 is going to join the no longer supported list by the end of 2019.
