Actually, I asked about Chirp quite a while ago and never got a response...
I ignore their offers because:
The books have DRM and you must use their app.
Yeah, I really want ANOTHER app
They don't have any catalog of books that I could find, just a few that are on "special offer".
My big question is this: What happens to your purchased books if/when they fold and quit supporting/updating their app?
I suppose if you view the purchase price as a rental to might be worth it. They are cheap enough to be viewed that way. Sign up for their email and you may find something you want.
