It sounds to me like Amazon is trying to have it both ways. Accepting "non-books" to up their Kindle Unlimited book count and then punishing Kindle Unlimited users for actually checking them out. If authors are scamming the system by publishing 10-40 page "books," then it's Amazon's fault for allowing this.
