Because .doc is undocumented, proprietary format. All non-Microsoft readers and convertors of .doc format are reverse engineered.
Originally, long time ago (before 1997, I think), Microsoft word saved rtf documents (using .doc extension). But they started using the proprietary, undocumented format to gain advantage over competing word processors. I have read an analysis of the format and Microsoft programmers made sure that the .doc format is difficult to read.
