That does not look like a proper redirect to WaPo’s download link. I’ve been unable to find a download link at WaPo that yields a searchable PDF.

I'm sitting here reading the doc in Safari on my Ipad, and running searches. The upload is stamped as being contributed by
Steven Rich, who works at the Washington Post. Also the link works fine in Windows 10 Firefox browser. Possibly an issue on your device or browser, suggest trying another device.
ETA, if it makes you feel better about authenticity in addition to Reason linking to it, Steven vouches for the searchable PDF and links to it today from his
Twitter feed.
