You can (now - I think it did not used to work) use Send To Kindle to get the dictionary on there (I have done this recently). It will show only in Documents, not grouped with Dictionaries that come from Amazon. But you’ll be able to choose it along with other available dictionaries in the Definition panel.

I don’t know about side-loaded dictionaries, have not done that for awhile.
