They did say "old Kobo reader". The first version of the Touch could be used without registration. But, I don't think you could use the WiFi until you did. From firmware version 2, and maybe the late 1.9.x versions, they needed to be registered. The Mini came with a 2.x firmware on it, so it needed registration.
