This worked on Thursday. The laptop is running Windows 10 and the browsers have permission to access the web. Calibre is on a desktop running Windows 7 and I did click on Start wireless device connection under Connect/Share. I closed and opened Calibre several times. Did the same with the laptop.
The wireless device connection only works for CC and limited select apps (e.g. KOReader).

If you want to access your library via web browser, you need to start the content server. Also note that the port for wireless device connection and Calibre content server are different.
