You're assuming one format per book record. Book records can contain multiple formats.

A search for formats:"=EPUB" will match book records that have only EPUB format as well as books that have multiple formats as long as EPUB is one of those formats (e.g. EPUB & MOBI, EPUB & AZW3, EPUB & PDF, EPUB & MOBI & PDF, etc). Without a filter in KB3 Sync preferences, it sends *all* supported formats of a given book record.

That said, instead of using the filter to directly specify formats to upload, default to all formats (e.g. * or all) and only use the filter as override.
