From the link, you can download the PDF by clicking on the gear icon (
) and selecting "download PDF". You don't need to sign in or anything for public domain Google scans.
If you've already added it to your Google Play account, you can go to "My Books" from play.google.com and click the three vertical dots next to the book's title. One of the options there will be "Download PDF".
