They probably do care a lot about cost. However, it's more looking at TCO, reliability and long-term support. A 32GB LTE iPad Mini 5 is cheaper than iPhone Pluses as are the data-only plans and Apple devices tend to be supported longer compared to Android.

I would posit that one of the reasons Apple kept the old form factor with TouchID and headphone jack is for compatibility with existing accessories.
