I am in the Kobo VIP program, and I've purchased ebooks from more than one country. So far, I've gotten super points from purchases in at least two countries, and I've also been able to spend store credit in more than one country, and I've never had an issue with downloading books after I've switched back to my country of permanent residence. I don't know what happens if you switch to a country that doesn't have the VIP program. Of course, there's no guarantee that Kobo will not make it harder to do this in the future. I recommend using a credit card that doesn't charge extra for purchases from a foreign country. If you do change your address, Kobo requires that you clear your credit card information first.
