Probably simple ignorance in Shakespeare's case. Eg, when in "Julius Caesar" we have:

Brutus: "Peace! Count the clock."
Cassius: "The clock has stricken three."

It probably didn't occur to Shakespeare that there actually were no striking clocks in Roman times.
