Actually you can pick any dictionary that’s downloaded to the Kindle, regardless of language identifier of the book (or dictionary for that matter). That was changed awhile back. It is the same with Kindle for iOS. The language identifier of the book just picks the default dictionary for that language (if such a dictionary has been downloaded).
For example if you encounter some French words (not in English dictionary) this lets you translate that to English (if you have French-English dictionary onboard). Of course for this case, you can also use Translate feature, but Greek is not one of the supported languages for that.

I wonder if Amazon are silently converting it to a different format (e.g. KFX). You could try downloading it 'for transfer via USB' for your Kindle, copy the file that gives you on to your Kindle, and see if that fixes things.
