That's where all of your Sigil preferences are stored. If you don't have a lot of custom Saved Searches, Clips, an extensive Preserve Entities list or heavily modified Keyboard Shortcuts, then wiping them out will merely mean you'll have to resize a few widgets and maybe adjust a few of Sigil's appearance preferences to get things back the way you're used to seeing it. Maybe reassign plugins to your 5 shortcut buttons. Things like your recently-opened list, or recent searches/replaces would be starting over, though.
NOTE: the keyboard shortcuts section of the Sigil.ini file ([shortcuts] to size=xxx) should be able to be safely copied from any current or backed up version of Sigil.ini.
