If calibre won't start I don't think you can create a new library. But, I just noticed your are running 32bit calibre, but your Windows is 64 bit

So install the 64 bit version, you can have both installed, and they will use the same configuration and libraries. Running 32bit programs on 64 bit windows is a valid thing to do, but sometimes for no known reason windows will decide it doesn't like one or the other <sigh>.

If that doesn't solve the the problem, here are a couple of calibre command options to try.

Run calibre from the command prompt with the --ignore-plugins option. I doubt this will solve the problem, but it's worth a try.

If it still won't start, try the --with-library option, using the path to your library in double quotes e.g. calibre --with-library options "C:\Users\Mia Kay\My Books"

Could you capture and post any error messages as text (calibre messages) or screen shots (windows messages), and do you know where your calibre configuration folder is located?
