The HTML Toc message is only a warning. It's telling you that if you have plans to convert this epub to a kindlebook, you may have problems (the Kindle Publishing guidelines require an HTML toc to be present). Why the IDPF has made it their concern to warn about possible Kindle Publishing Guidelines violations, I'll never know.

But it seems you have other actual epub errors to worry about first.
