I took a look at my INI backups:

Sigil v0.9.10 sigil.ini = 20 KB
Sigil v0.9.12 sigil.ini = 790 KB

I did a code comparison, and the only meaningful difference in v0.9.12 is an immense section of à for hundreds of KBs:
