LibrarianSync works fine for creating collections on the PW4. No need to register (fake or otherwise) unless you want to manually create or add to collections on the Kindle.

Note, while LS can create collections based on folders, it pairs best with the Kindle Collections plugin Calibre. I think the zip package from LS thread first post is too old. Just download (clone) LS directly from github.
