Am I right to think DEB files are like APK files that Android uses? So saving them with the dependencies DEB files in that one folder is all needed to reinstall should I have to do a reinstall of my system?

DEB files aren't quite like APKs. You can think of them as similar to Windows MSI files - a form of archive that contains both the code to be installed and instructions to the package manager on how to install it and update the system configuration.
But yes, stashing copies of them in a known location will work to do a local reinstall. Obviously, you hope you won't have to.
The nice thing about Android here is that most of what I have is sourced from the Play Store, which keeps a record of what I've downloaded. If I must reinstall on a device, or am setting up a new one, the Library tab in the Play Store display lists what I previously downloaded, and I can pick the ones I want this time and queue them for download and installation.
(Other stuff mostly comes from the F-Droid repository of open source Android applications. It gets a little confusing because there are apps that can be found in both places, but it's "pick one source and stick to it." They have different digital signatures, so new versions must come from the same place you got the existing version you want to upgrade, and you need to recall where you got stuff.)

I keep them on the desktop, or in folders on the desktop, but same difference. The fun part with Linux, depending on the UI you use, it that you can have more than one panel.
