Sounds like they're working with epubs that have monstrously large xhtml files. That's the the only time I've encountered "Not Responding" messages in the Windows title bar when scrolling.
But that's nothing new. "The bigger the file, the bigger the bog-down" has always been the case. Split the files into reasonably sized chunks and Sigil will behave.
