dc:date and dcterms:modified are not the same thing. The first is the publication date. The second is the date that the EPUB was last modified. You normally will have both. The proper syntax is:

<dc:date>2000-01-01T00:00:00Z</dc:date>

and

<meta property="dcterms:modified">2011-01-01T12:00:00Z</meta>
