It looks like Kobo managed to restore all my books, since a couple of books that I had actually deleted got restored as well. You're probably right about what the CSR was suggesting, and it certainly would have difficult and time consuming to check all of my books from the purchase history, if that page ever actually worked for me.
Running Repair your Kobo account appears to have fixed 2 of my 3 Kobos, and the 3rd one I had to log out and log back in, so now it's reloading all my books purchased from Kobo. It's possible that the third one might have failed because I think it went to sleep before it finished, and I tried to wake it up and managed to get it to power off. Oops.
