I would agree.
Using those materials will help a person learn "Why".
I don't want to minimize the first "Hands On" learning aid but it will be more about the "How" of implementing examples.

Most training in E&E is a combination of course work and lab work.(*)
The two links each represent an equivalent of the two sides of the combination.

So perhaps the best would be to mix and match your way through both, alternating as you feel appropriate.

(*) In case you are wondering, I taught my first E&E class in '62
