It's puzzling. For the heck of it I pulled out my old Kindle Touch, which I've never listened to an Audible book on, and was able to quickly download and listen to an Audible title just fine. No errors, no request to register (my Audible and Amazon accounts were merged way back I didn't keep a separate Audible account/login like a few have)...
FWIW mine is a WiFi only Kindle Touch with firmware 5.3.7.3 (27152800002)
I did see a reddit post where someone was having the Network Error issue over WiFi with a Kindle 4 and it was solved for them by connecting the Kindle to a PC via USB and using Audible Manager to activate the device that way. Might be worth a shot anyway. Shrug
Poking around on Audible's site yields... Which of course you already found out.
