If you have Prime, you should get a weekly newsletter called Prime Insider (email subject line is "Your Prime Membership....". There's typically a bit in there on the library, either announcing new books being added, or listing books that are about to rotate out. That way, if you see something you want that's leaving the program, you can grab it before it goes.
It's a great benefit. I always have my 10 book limit checked out although it often takes me awhile to actually get to the books.

Good know that they frequently get switched out. I just downloaded a bunch into Calibre so I can get to them when I get to them. It definitely makes my Prime membership more valuable. I will have to subscribe to the Prime insider email.
