A low current can fail to charge enough and the device can continue to discharge, which may upset the balance. I doubt it would damage the device but may wear out the battery earlier than usual. But 500 mA is a special number in that many computers can only output this amount and devices are expected to cleanly handle this number since they could be plugged into the device for other purposes than charging.
