Back when there was an explicit category for smart home, it did tell you to "discover", either in the app or by commanding "Alexa-discover". When Jeff's kids streamlined the app by combining smart home with installing new Echos into "Add Devices" the directions to "discover" was dropped and they expected the devices setup directions to do that.

I think that was done because not all devices (e.g. new Echos) needed to be discovered. Unfortunately, not all device manufacturers included that instruction and so confusion abounded. Since it doesn't hurt anything to have Alexa discover, I think that was an oversight.

I tell Alexa to discover every now an then just to make sure nothing new has shown up or nothing has been renamed.
