Exactly. Sex in a romance novel or gore in a Living Dead film isn't gratuitous, although one might argue that the novel and films themselves are gratuitous (NB: I wouldn't aruge that about the films). A sex scene in a mystery or thriller or fantasy story is not necessarily gratuitous, but writing in sex scenes just to have them is. And it is, in my opinion, a strike against the author, the editor, the publisher, or some combination of the three.
