This document was converted from a PDF obtained byThe Black Vault via a followup FOIA request to a previous FOIA request. (It was among some documents listed bu not supplied.)
The OCR layer was very poor and required very extensive editing. I also had to do a lot of cleanup on the image. I used asciidoc to convert the text to epub and have also attached a zip file with the plain text, the text with asciidoc markup, a shell script to generate html, epub, pdf, azw3, and mobi versions, and the html version of the document.
I will upload the azw3 and mobi version Kindle Books forum.
