Did you copy vsftpd, vsftpd-launcher.app and vsftpd.conf to the applications/ directory? When you launch the application, does it tell you which address and port it is listening on? Is your client using the ftp protocol for the connection? Which mode is it using (passive or active)? Can you connect with the command-line ftp client? If nothing else, can you connect to the port using telnet to see if the device is actually listening there?

vsftpd works fine on my Inkpad1, so I think it ought to work on your Inkpad3. You will need to provide many more details if you want anyone to help you figure out what is wrong on your end.
