I was charged in the UK. Except that if the document was already in the cloud I was not charged.
So if you have multiple Apps or devices, email to one that uses Wi-Fi, then ask for delivery over 3G on the 3G Kindle.

Yes, exactly. I either email to a wi-fi only device, or send directly to the cloud using the Send to Kindle app.
