Because a brower engine is probably *the* single largest and most complex bit of software you'll ever find in today's computer devices, and experience has shown that it's basically a terrible experience on eInk, without investing massive time & efforts into it.
(Hell, I'd go so far as to say it's already a terrible experience on full-blown tablets, so...
