Okay, I figured it out.
1) Connect the Fire to the PC with a USB cable. The PC will show File Explorer with an empty Fire directory.
2) The Fire will show four options under "Use USB to". Select Transfer Files.
3) The PC will now show another File Explorer with the Fire directory showing an Internal Storage icon. Double click on that to show the Fire's subdirectories. Double click on the Kindle subdirectory.
4) Drag and drop the AZW3 file to the Kindle subdirectory. You're done.
