I give up! I told the final lady I was just going to cancel the order. I talked to 2 different people and typed to another. Still no go. At this point I'll just be happy to keep my Amazon account. I'm sure they don't like complainers!

Oh oh, forgot! The first guy I talked to had no idea what I was talking about in regards to the 25% off on a device trade in. I explained it was on the web site. Never heard of it.
But the pop-up says 25 percent off!

When I click the box above Add to Cart that says Upgrade and Save with Trade-in, I see

Then below that there's a list of my eligible devices. Right now there's only my old Fire 7 listed, with the offer of up to a $10 gift card for it. I assume that if I continued the process, I'd only get the normal $10 gift card for a trade-in, and not the 25 percent, since I got that once already.

If it were me, I would continue to argue with Amazon, talk to a supervisor, and ask for both the 25 percent off and additional compensation for all the hassle.
