FWIW, even two of my dictionaries
literally use the same phrases as usage examples of the two--pottering and puttering. "The little old lady is puttering/pottering around in the garden." They are
literally described identically in all ways, other than geographic usage. Pottering is shown as being predominantly UK/NA usage, whilst puttering is apparently more widespread.
