I just updated to 3.3.1 and I've run into a problem I've never had before. The wizard comes up when it can't find the previous installations settings.
(Settings are NOT removed if doing an uninstall).
Your A/V might be blocking the user (hidden) appdata folder.
OR
You logged on as a different User
OR
your download was corrupt
