Question Restoring Metadata Failed (internal buffer error)

I am running Command Prompt to restore database

Code:
calibredb restore_database --library-path "E:\Fiction" --really-do-it
RAM: 3GB Free (not doing anything) [4GB]
Allocated PageFile:4 GB
TotalBook: 55 K

I had been watched the task manager when the process running,
memory usage keep rising, until hit maximum and there times where the memory usage down and the process stopped but when the memory usage rising up again until hit max, then the process resume.

Code:
.........40%
internal buffer error : Memory allocation failed : growing buffer
how to avoid that?
i think restoring metadata with 55k library seem "impossible" without adding more RAM,
