disclaimer: I don't use cbr/cbz on kobo myself, so this is a wild guess:

rar isn't rar, there are many different compression and encryption modes available

I don't know what you're supposed to use with CBR and what the Kobo supports here

but perhaps see if winrar (or 7zip / CBZ) have a setting to create more backward-compatible archives, maybe that would work.
