AFAIR, Mojave has not dumped 32-bit support. That is reserved for Mac OS 10.15. We've said goodbye to a lot of "features" over the years. Try running a 16 bit program under Windows 10 x64. Try running a Mac Motorola 68000 binary on your Intel Mac. Or even a Mac PowerPC binary.
