I used to have two cards -- one was issued by my credit union. When the credit union changed their processing company I started getting hit with these problems. At one point they denied a charge that I tried to make at a gas station even though it was in my own state. The final straw came when I used the card online to make a purchase at a vendor I had used many times before, and then had to go through Verified by Visa for the vendor. After that I assumed I was okay and went to bed.
When I got up there were a couple of emails waiting for me -- the vendor notified me that the order was canceled because the credit card was declined, and the credit card processor notified me that the card had "suspicious activity." I called them to complain and they insisted they were being justifiably cautious. I dropped them.
I never had this problem with the other card, although I have notified them in advance if I'm about to make an online purchase from a vendor based in another country.
