Even Kobo cannot sell ebooks anymore without collecting sales tax in the states sales tax applies. Walmart has always collected tax on gift cards or pre paid phone cards. The amount on the card is what you get to spend, but tax is added at the register. There is no reason for Walmart to not collect tax on ebooks unless the state is tax free for ebooks.
