I use an open source product called Infrarecorder -
http://infrarecorder.org/ - but it's been quite some time since I
needed to burn a CD/DVD (or read/play one, for that matter.)
IIRC, Win10 builds in CD burning (you can burn audio CDs with Windows Media Player, and data CDs otherwise.)
