Well what do you know, saying, "Hey Siri, turn on/off flashlight" has started working.

When I tried it earlier I got messages like "I cannot do that at this time." Maybe the Apple server was down at the time. I assume Siri requires a server to operate just like Amazon Alexa does.

Siri still won't open Control Center though. She actually says, "I can't open Control Center for you."
