IrfanView is a viewer, not an image editor. It will let you do resize and color correction operations, then Save over the original, or Save As to a new file. But it can call a defined image editor to work on the image you are viewing. In fact, you can define up to three. As mentioned to Katsunami, I use the open source Paint.NET, specifically intended to replace Paint. The author works for Microsoft, and IIRC, MS hired him because they were impressed by Paint.NET.
